I have the honour to transmit in
duplicate a Memorial from Mr. W. A. B. Moore, an Assistant
Surgeon in the Medical Department of this Colony, praying
that Your Lordship will permit him to draw a house allow-
“ance under 36 (1) of the Hongkong Civil Service General
Orders while acting as Medical Officer to Victoria Gaol.
I enclose a copy of the General Order in question for
convenience of reference.

Before dealing seriatim with Mr.
Moore's reasons for his application, I will place Your
Lordship in possession of the history of this matter from
the beginning.
